Following a request from the Members to receive more frequent updates on the association’s activities, it was decided to split the annual activity report into two parts. This page constitutes the second part of the 2025 Nuclear Medicine Europe Activity Report. Memorandum of Understanding with the European Association of Nuclear Medicine

In October 2025, Nuclear Medicine Europe and the European Association of Nuclear Medicine signed a Memorandum of Understanding to strengthen cooperation on strategic issues affecting the nuclear medicine sector in Europe.

The agreement establishes a structured framework for collaboration between the scientific and industrial components of the field, with the objective of improving coordination on innovation, regulatory matters, and patient care.

Under the Memorandum of Understanding, both organisations agreed to cooperate on the following areas:

• Policy development and European regulatory initiatives related to radiopharmaceuticals and medical isotopes
• Participation in EU-funded projects supporting research, education, and clinical practice
• Mutual representation and participation in strategic events and expert roundtables
• Exchange of information and improved visibility through respective communication channels

Joint activities will focus in particular on the radioisotope supply chain, workforce development, pharmaceutical and radiopharmaceutical legislation, quality assurance and standardisation, and engagement with European institutions.
This Memorandum of Understanding formalises a shared commitment to reinforcing Europe’s nuclear medicine ecosystem and to supporting a more coordinated dialogue with policy makers, with the overarching objective of improving patient access to nuclear medicine services and therapies.

EANM and Nuclear Medicine Europe have a long-standing history of cooperation in support of patient care and innovation. This agreement provides a framework to further consolidate that collaboration and support access to nuclear medicine across Europe.

Memorandum of Understanding with HERCA

Nuclear Medicine Europe and the Heads of the European Radiological Protection Competent Authorities (HERCA) signed a Memorandum of Understanding to establish a structured framework for cooperation in the fields of nuclear medicine and radiological protection, while fully respecting the sovereignty and competences of each party.

HERCA is a voluntary association bringing together the heads of national authorities responsible for radiological protection across Europe, with the objective of promoting a coherent and high level of protection for workers, patients, and the public.

The Memorandum of Understanding recognises that closer collaboration between regulators and industry is essential to support the continuity, safety, and quality of nuclear medicine services in Europe, particularly in relation to patient care and the supply of medical isotopes.

Under this agreement, both organisations acknowledge the importance of cooperation to advance scientific knowledge, strengthen professional expertise, and promote the safe and effective use of medical applications of ionising radiation. The framework provides a basis for constructive dialogue, improved mutual understanding, and practical alignment on issues of shared interest that directly affect nuclear medicine practice across Europe.

EANM Congress 2025, Barcelona

Nuclear Medicine Europe took part in the 2025 Congress of the European Association of Nuclear Medicine in Barcelona, and held its annual Get Together with Members during the event. This yearly congress consistently provides the most effective setting for direct exchanges on ongoing activities, current priorities, and shared challenges within the nuclear medicine community.

Throughout the Congress, Nuclear Medicine Europe held a series of meetings with academic, clinical, and industry stakeholders. These discussions supported cross-sector dialogue and allowed for in-depth exchanges on regulatory, clinical, and industrial topics.

Members and stakeholders also shared positive feedback on several resources published by Nuclear Medicine Europe in recent months, including the Hygieia platform and our bi-monthly industry newsletters. These exchanges helped confirm the relevance of these tools and their alignment with the practical needs of the nuclear medicine community.

Nuclear Medicine Europe Day - #NMEUday

In September 2025, Nuclear Medicine Europe launched the first Nuclear Medicine Europe Day, a pan-European awareness initiative dedicated to highlighting the role of nuclear medicine in healthcare and to drawing attention to key challenges facing the field.

The campaign was supported by a press release issued from Brussels on 25 September 2025 and was conducted primarily through digital communication channels. Contributions were provided by all five Nuclear Medicine Europe Working Groups, each addressing a specific priority or challenge relevant to nuclear medicine in Europe. Through this coordinated approach, the initiative offered the nuclear medicine community a shared platform to present its perspectives and to engage with a broader range of stakeholders.

The campaign generated more than 30,000 impressions, attracted several hundred new followers to our page, and led to a significant increase in member activity during the campaign period.

The objectives of Nuclear Medicine Europe Day were threefold. The campaign aimed to improve public understanding of nuclear medicine and its life-saving clinical applications, to highlight operational and structural challenges such as infrastructure needs, workforce development, and supply stability, and to reinforce the importance of supportive regulatory and policy frameworks at the European level.

The first edition of Nuclear Medicine Europe Day was initiated by the Communications Working Group, marking an important step in the association’s efforts to strengthen visibility and awareness of the sector. The initiative laid the foundation for a recurring annual event, with the ambition to further expand its scope and impact in future editions. Preparatory discussions for the next edition are already underway.

Nuclear Medicine Europe Associate Partners Network

As part of its efforts to strengthen international engagement, Nuclear Medicine Europe established the Associate Partners Network to provide a dedicated framework for companies active in nuclear medicine that are based outside the European Union. In line with the principles of a European Economic Interest Grouping, Associate Partners contribute their expertise and resources to the association’s activities, in particular through participation in the Working Groups, while remaining independent from the rights and obligations of General Assembly members.

The Associate Partners Network is intended to enhance visibility, encourage exchanges among Associate Partners and with the General Assembly, and facilitate dialogue on issues of common international interest. The Network is represented by a spokesperson appointed from among the Associate Partners and meets as required, with at least one annual exchange organised remotely. This initiative supports Nuclear Medicine Europe’s objective of strengthening international cooperation and advancing nuclear medicine worldwide.

Beyond Electricity Expo at the World Nuclear Exhibition

For this exhibition, Konrade von Bremen, Vice President of Nuclear Medicine Europe and EU Affairs Representative, was invited to present the role of nuclear medicine as a medical specialty enabling targeted diagnostics and therapy through the use of radiopharmaceuticals. Her intervention highlighted the ability of nuclear medicine to visualise metabolic processes beyond conventional imaging, the clinical impact of theranostics and radioligand therapies in oncology, and the time-critical nature of radioisotope production. She also addressed the organisational, radioprotection, and regulatory challenges linked to the wider implementation of these therapies, underlining the need for coordinated action to ensure patient access and regulatory compliance.

Working Group Leaders Quarterly Meetings

Nuclear Medicine Europe relaunched the quarterly meetings of Working Group Leaders to strengthen coordination across activities and improve the regular exchange of information between groups and the Executive Committee. The meeting provided a structured overview of ongoing work in all Working Groups, covering communication initiatives, transport and regulatory developments, therapy and discussions around dosimetry, and security of supply coordination. Updates highlighted progress on publications and position papers, engagement with European and international authorities, and alignment with external initiatives, including those of the European Association of Nuclear Medicine and the IAEA. The meeting also confirmed organisational adjustments within certain Working Groups to support efficiency and reporting, and included an update from the Executive Committee on the preparation of a three-year management plan.

These meetings consistently give rise to particularly dynamic and substantive discussions, often extending well beyond the scheduled time, reflecting the strong interest in cross-group exchanges and the value of discussing topics from multiple Working Group perspectives. Future meetings will therefore allocate additional time to facilitate more in-depth discussions.

Seasonal Connect 2025 & Working Group Activities

Nuclear Medicine Europe organised its first Seasonal Connects with the Autumn Connect held in Brussels. This new quarterly format brings together Members for two days of focused, in-person work across several Working Groups. The initiative responds to a clear request from Members for more frequent face-to-face meetings, streamlined administrative processes, strengthened long-term planning, and a more consistent structure for Working Group activities. It also supports more regular reporting and improved sharing of progress across the wider membership.

The Autumn Connect provided structured time for collaboration, knowledge exchange, and strategic alignment. During this edition, the Communications Working Group held a full-day workshop dedicated to the development of a Common Narrative, marking an important step in reinforcing collective communication efforts.

The Transport Experts Working Group reviewed legislative and regulatory developments affecting nuclear medicine transport and supply, alongside the exchange of operational experience. Key topics included EU legislation such as the Packaging and Packaging Waste Regulation and the European Deforestation Regulation, for which Nuclear Medicine Europe prepared position papers due to their impact on suppliers and transport operations. Members also discussed the implications of zero emission zones and CO₂ reduction measures, particularly challenges related to first and last mile delivery of radioactive material, as well as developments in good distribution practices and increasing temperature control requirements. International transport issues were addressed in relation to recent and upcoming IAEA activities, denial and delay of shipment, airline awareness, and safety considerations for Class 7 transport.

The session also marked the transition in the Vice Chair role, with René Stoop elected as the new Vice Chair of the Transport Experts Working Group, and provided an opportunity to acknowledge and thank Juul Rijpkema for his long-standing commitment and expertise.

The next Nuclear Medicine Europe Seasonal Connect, the Spring Connect, is scheduled to take place in March 2026, in Petten and Bologna, in concordance with the Working Group Leaders’ quarterly meeting.

In October, the Security of Supply Working Group meeting in Barcelona brought together an exceptionally large audience of more than 40 participants and provided a comprehensive review of the status of medical isotope production and supply for the remainder of 2025, as well as an outlook for 2026. Participants reviewed the latest reactor schedules, confirming a generally robust and well-coordinated supply situation, with very limited periods of potential vulnerability that are expected to be mitigated through existing capacity and alignment between facilities. Updates from reactors, processors, and project representatives confirmed stable operations, planned maintenance, and continued progress on modernisation and future infrastructure.

The meeting also addressed broader coordination efforts at the European and international level, including EU Observatory discussions, SAMIRA and ERVI developments, and engagement with OECD and IAEA activities, as well as exchanges with international partners on trade, tariffs, and supply chain resilience. These discussions underlined the importance of continued monitoring, information sharing, and coordination to support continuity of supply. The next meeting is scheduled to take place in June 2026.

22nd Plenary Meeting of the European Observatory - September 2025

The Regulatory Affairs and Quality Working Group continued its work with a particular focus on upcoming interactions with the European Medicines Agency. Priorities included clarifying and narrowing the agenda for the next EMA bilateral meeting, establishing a structured process for collecting and justifying input from member companies, and ensuring that proposed topics are clearly prioritised and aligned with available discussion time. In parallel, the group discussed the development of a more strategic approach to chemistry, manufacturing, and control topics, covering short term regulatory guidance, medium term engagement with planned EMA work, and longer-term proposals for future regulatory initiatives. Additional activities included contributions to the Biotech Act consultation to highlight barriers affecting radiopharmaceuticals, follow-up with the European Directorate for the Quality of Medicines on the status of radionuclide monographs, coordination on international guideline consultations, and organisational measures to improve information sharing and internal efficiency.

Outlook for 2026

In 2026, Nuclear Medicine Europe will continue to consolidate the new formats and initiatives introduced over the past year. The Seasonal Connects, launched as a new meeting structure, will progressively become a central element of the association’s functioning. By bringing several Working Groups together in one place, these meetings are designed to facilitate coordination, simplify administrative processes, and support more efficient organisation for Members. The next editions will take place in the Netherlands, Italy, and Belgium.

Alongside these meetings, several publications are currently being finalised and will be released in the coming months, and new awareness initiatives are in preparation. Nuclear Medicine Europe will also continue to improve its communication platforms, with the aim of making exchanges between Members more fluid and accessible. Be ready for some big news in the first quarter of 2026!

PART 1

First Half-Year in Review

Following the member survey conducted earlier this year, many of you expressed a wish for more regular updates on our progress and activities. In response, we have prepared this Mid-Year Activity Report.

A second edition will be published early 2026, covering the association’s activities in the second half of the year, along with introductions of new members, highlights from networking events, and updates on Working Group initiatives.

Dear Colleagues,

We have appreciated your interest in being more frequently informed about our activities, and it is with pleasure that we send you this activity report covering the first part of the year 2025.

Despite the difficulties caused by the current geopolitical situation and its repercussions on nuclear medicine and on our industry, we wanted to stay positive and move forward with projects and initiatives involving third parties. You will find them summarised below.

We would like to once again thank you for your support during the last two general assemblies, proof that our efforts meet your expectations in the benefit of our discipline and of the patients.

As required by our regulations, my colleagues and I are currently working on drafting the 3-Year Management Plan, which will be submitted to you in the coming weeks and for which any suggestions from you will be most welcome.

As every year, we will be present at the EANM in October, where we hope to see many of you at our booth 127, as well as at our get-together reserved for our community, for which you will soon receive an invitation.

Without wishing to sound philosophical, I am firmly convinced that nuclear medicine, whose importance has continued to grow in recent years, both in diagnostics and in therapy, is despite economic challenges, entering a significant phase of development. It is only by joining our forces that we will become an indispensable and fully recognized discipline across Europe.

It is precisely this notion of collective action that we put at your disposal, and which we will continue to defend, while ensuring the same consideration for each of you, regardless of your size or resources within our association.

Nuclear Medicine Europe and Euratom Supply Agency Strengthen Collaboration on Radioisotope Production in Europe through the European Observatory for the Supply of Radioisotopes

Since 2012, the European Observatory for the Supply of Medical Radioisotopes (EU OBS), composed of the Euratom Supply Agency (ESA) and the industry association Nuclear Medicine Europe, have joined forces to ensure effective oversight of radioisotope production across Europe. It is a unique partnership between the European institutions and a related industry association while European Observatories are normally between different EU institutions and eventually NGO’s.
Nuclear Medicine Europe contributes to the EU Observatory with the profound expertise of its members in collaborating with research reactors to deliver safe, reliable, and sustainable supply solutions for European patients and to avoid and mitigate shortages of reactor-based medical isotopes. During the past 13 years this unusual partnership has shown to be a very successful and innovative mode of action.

In January 2025, EU OBS representatives convened Nuclear Medicine Europe to review 13 years of progress, evaluate its strengths and potential areas for improvement, and define a forward-looking strategy—particularly in developing a comprehensive EU-level forecast of radioisotope supply and demand, expanding the scope of the European Observatory also to other new medical radioisotopes.

By the end of this year, Nuclear Medicine Europe, in close cooperation with ESA decision-makers, will be able to present a new long-term action plan. This roadmap will clarify the priorities of our partnership and align operations to achieve optimal efficiency and impact.

A parallel initiative to raise awareness across European countries of the vital role of therapy in nuclear medicine

Therapy / Working Groups

The importance of therapy in nuclear medicine is widely recognised. It no longer needs to be demonstrated but we observe that it is not equally known, implemented, or communicated across the different EU countries.

This is why, in January 2025, the Nuclear Medicine Europe Therapy Working Group started the initiative to approach the Health Attachés of the European representations to the EU, with the aim of raising their awareness of this discipline so that they can relay the information in their respective countries and share their specific expectations with us.

The initial idea was to organise a conference bringing together health representatives from these representations. However, it became clear that their availability—mainly due to the geopolitical situation of recent months—would not allow them to participate effectively. The Therapy Group therefore decided to transform this project into a “Position Paper,” which is currently in preparation. The Working Group Therapy members meet regularly and work on the progress of this project which will be shared with Nuclear Medicine Europe members in the coming months before distribution to the European representations.

Successes and developments

Awareness / Communication

The very successful interactive Higieia has been recognised with an Interactive Design Award in the UX and UI Digital Design category of the Indigo Design Award. This distinction highlights the project’s excellence in delivering an intuitive and user-friendly experience, reaffirming its effectiveness as a digital design solution.

In addition, the platform has expanded its accessibility by introducing 8 new languages, ensuring a broader reach and enhanced usability for a diverse global audience.

Satisfaction Survey Highlights Member Priorities

Association

Aware of our responsibility to address our members’ expectations efficiently, both in terms of activities and our role in defending the interests of our industry on the European and international scene, we conducted an in-depth satisfaction survey among all members in February 2025.
The survey confirmed key insights such as :
• A growing improvement in our communication tools, both internally (within Nuclear Medicine Europe) and toward the general public
• A gap in monitoring equipment
• Our strengths in advocating for our industry at multiple levels
• A lack of clarity between our role as a “promoter of nuclear medicine” and our position as the unified voice of the nuclear medicine industry in Europe
• The success of the Regulatory Affairs Group in its approach to the EMA (European Medicines Agency)
• An expectation to significantly improve the representation of RLT and consider it a priority;
• Develop market access and reimbursement for novel PET radiotracers; …

We have carefully noted all these comments and suggestions and are now developing a targeted action plan to address these priorities as effectively as possible.

Nuclear Medicine Europe is pleased to announce the election of Nick den Hartog and Raphaël Ortiz as new Co-Chairs of the Communications and Therapy Working Groups, respectively. Nick, Marketing Lead at NRG PALLAS, brings strong expertise in branding and communications, having led the “Advancing Nuclear Medicine” initiative. Raphaël, CEO of Telix Pharmaceuticals International, offers over a decade of experience in radiopharmaceuticals, focusing on expanding access to Targeted Radionuclide Therapies. Their leadership will help drive progress in communication and therapy efforts across the organisation. Congratulations and welcome aboard!

Best in Brussels Campaign

Honourable Mention

In the 2025 Best in Brussels Awards for Best EU Public Affairs Campaign, the judges published a list of the Top Ten Honourable Mentions to recognise other outstanding campaigns from the EU public affairs community. Among these, the Nuclear Medicine Europe Protecting Patient Care campaign—raising awareness about the potential lead ban—was highlighted as a notable achievement.

A YouTube Star in the Nuclear Medicine World

Effective science communication is crucial in making complex topics accessible to diverse audiences. In this interview, we speak with Dr. Paulien Moyaert, a physician-scientist who has successfully leveraged digital media to demystify nuclear medicine. As the creator of a highly successful YouTube channel, she produces concise, engaging videos on a variety of medical topics, using 3D models, dynamic PowerPoint slides, and even real surgical footage.

From explaining intricate medical concepts to combating misconceptions, she shares her approach and experience in making scientific topics clearer and more engaging for professionals and the public alike.

Official Recognition of the Title “EU Affairs Representative”

We have formally recognised the role of our Vice President, Dr. Konrade von Bremen, as the official representative for European affairs to the EU institutions. This title grants Dr. von Bremen official access to all European representations relevant to our field.

Dr. von Bremen has been working for several years on European projects such as the Europe’s Beating Cancer Plan, ERVI (European Radioisotopes Valley Initiative), SAMIRA, the SIMPLERAD Project, the Critical Medicines Act, and the Reform of the EU Pharmaceutical Legislation. She has also recently begun active participation in the new EU rules on Health Technology Assessment.

SNMMI 2025 - New Orleans

The North American Annual Meeting

Event / Networking

The North American Annual Congress of the Society of Nuclear Medicine and Molecular Imaging (SNMMI) took place in early June in New Orleans, the vibrant city known for its rich jazz heritage and lively culture.

During this activity-packed event, Nuclear Medicine Europe took part in the CORAR 2025 Informal Meeting of Trade Associations, an opportunity to exchange ideas and discuss policy progress with our partners.

On the second day, the Security of Supply Working Group held its update meeting—always a valuable occasion to connect with members who are not frequently present in Europe. This was followed by the Get Together at the Loews Hotel, where around 45 guests enjoyed a friendly networking evening.

The remaining days were dedicated to congress sessions and networking activities. Once again, the Nuclear Medicine Europe booth proved to be the ideal meeting point for companies and members, fostering discussions and collaborations throughout the event.

Development of Our Collaboration with EANM

On 23 July 2025, a meeting was held with the EANM management (Mr. Henrik Silber) in their Vienna Headquarters, at the initiative of Nuclear Medicine Europe, represented by Konrade von Bremen.

The purpose of this initiative was to strengthen informal exchanges between our two associations, paving the way for essential collaboration for the benefit of our discipline and, ultimately, for patients.

The discussions proved fruitful and encouraging. A draft official partnership agreement is currently being structured and will likely be finalised during the EANM Congress in October. The possibility of organising a joint summit by our two associations, to be considered in the course of 2026, was also discussed.

This year, the association had the pleasure of hosting its annual dinner at the prestigious Van Buuren Museum in Brussels, an architectural gem celebrated for its Art Deco design and exquisite landscaped gardens. The event offered members the opportunity to enjoy an evening surrounded by remarkable works of art, both inside the museum’s intimate rooms and in its serene outdoor spaces.

Despite the unusual summer heat, the dinner once again fulfilled its role as one of the association’s most valued networking opportunities, allowing members and guests to connect in a relaxed yet elegant setting ahead of the Annual General Assembly the following day. The evening featured not only fine cuisine, but also a classical chamber concert. The combination of beautiful surroundings, exceptional music, and engaging conversation made this gathering a highlight of the year.

The 2025 Member Survey highlighted the need for more physical meetings, networking opportunities, events, and regular updates on Working Group activities. Feedback also confirmed that physical Working Group meetings are far more productive, with the pre-COVID rhythm of two per year proving particularly effective.

To address these needs, the General Assembly approved the introduction of three “Seasonal Connects”—Winter, Spring, and Autumn—planned well in advance. This new format will allow for at least 14 physical meetings per year, while requiring only seven days of activity in total, alongside two General Assemblies (one physical, one hybrid). The approach reduces costs for both Members and Nuclear Medicine Europe, streamlines administration, supports long-term planning, and drastically increases networking opportunities. Locations can also vary when planned ahead, ensuring flexibility and inclusivity.

Implementation begins in November 2025 with the inaugural Autumn Connect, marking a renewed commitment to fostering collaboration, engagement, and productive exchanges across the network.

Mart-Jan Blauwhoff (Curium Pharma), is elected President for the new three-year term. “The most important reason motivating my application today is that I want to actively support the ongoing projects and efforts that lie ahead of us, to continue of what has already been initiated, with the works and initiatives undertaken in recent months, particularly regarding the economic and geopolitical situation our industry is currently facing. For the near future of our association itself I would like us to become more international, whilst being bound by the rules and regulations of an EU (EEIG) organisation. I am convinced that Nuclear Medicine Europe can continue to play an important role to deal with the global challenges of our business,” said Mart-Jan Blauwhoff.

Dr. Konrade von Bremen (SWAN Isotopen AG), is elected Vice-President, Treasurer, and EU Affairs Delegate for the new three-year term. “Beyond my involvement in European affairs in general, I wish to place my motivation, my resilient commitment, and my enthusiasm at the service of a unique association grouping all industries dedicated to Nuclear Medicine which is on the brink to be recognised as a vital force in the present and future of medicine in Europe” said Konrade’.

Erich Kollegger (IRE – Institute for radioelements), is elected Secretary General for the new thre-year term. “I believe it is essential to continue fulfilling my responsibilities as supervisor of the SoS group, given the changes that will arise in the WG leadership over the next three years. And this, while also ensuring my availability for the role of Secretary General of our association” said Erich.

Etienne Boquien (GE HealthCare) is elected vice-President for the new three-year term. “Representative of GE Healthcare and already actively involved in the Communication Working Group for several years, I want to demonstrate my ongoing commitment to Nuclear Medicine Europe’s collaborative efforts and bring my multicultural perspective and a collaborative leadership style that aligns with Nuclear Medicine Europe’s pan European vision,” said Etienne.

Matt Morrison (Blue Earth Diagnostics) is elected vice-President for the new three-year term. “With over 25 years of experience in nuclear medicine, member of Nuclear Medicine Europe since 2018, I am confident that my skills and dedication align perfectly with Nuclear Medicine Europe main objectives and mission. I am eager to contribute to the Executive Committee’s efforts in
collaborating with a diverse group of professionals to achieve meaningful advancements,” said Matt.

The Nuclear Medicine Europe Executive Committee will serve as the unified voice of the nuclear medicine industry in Europe throughout this new three-year term. Stay tuned for the upcoming release of their strategic management plan, which will be announced shortly

Another stage on the path of our growth

Word of the President

Dear Colleagues,

As we just completed the year 2024, the Chinese wisdom that “nearing completion” indicates there is still much to be done is particularly apt.
Taking the pen to write the greetings for the annual news is always an exciting moment. Being an active part in this vibrant field of today’s medicine is thrilling and challenging at the same time. We look back and realize the number of events, activities which were accomplished and the important decisions taken.

Our association is increasingly at the forefront of the ongoing many important changes in European healthcare.

We have a unique position, grouping all industrial players involved in nuclear medicine, from the reactors, stable isotope producers, equipment providers and radiopharmaceutical industries of all sizes. This specificity is a unique strength in the field.

We are united by the fact that we are all dealing with radioactivity for patient care. The great variety of our members is our important asset, it is also a challenge to unite so many different industrial worlds.

This year once more showed us that our presence and position are important in many different actions at the EU level. We are regularly invited to participate as representatives of the nuclear medicine industry sector in European projects and conferences.

Despite the incredible growth in the field of Nuclear medicine, our association has to face several internal difficulties.

With the rising cost of living in Europe, and with our finances remaining unchanged, it is thanks to our colleagues, teams, and working groups that we have managed to make a significant impact on the European and international stage.

I will not wait until the end to acknowledge the ingenuity and dedication of those within Nuclear Medicine Europe who have given their time, motivation, and initiative to realize the projects we have participated in, often under challenging conditions. Their achievements are detailed further in our newsletter.

We could have accomplished more, but we lacked the necessary resources and had to make restrictive choices, such as relinquishing our annual symposium, despite its gaining success.

As the year comes to a close, we now focus on the actions to undertake starting in 2025. Certainly, our financial situation remains challenging, with a minimum 4% increase in our fixed costs from the beginning of January.

We are determined to maintain the quality of our exchanges, and objectives, and to impose our vision of nuclear medicine on the profession and the general public. We have to start the year by considering all possible economies This is a challenging exercise, but we will strive to achieve the impossible!

Our core team remains at the helm:
• Guy Turquet de Beauregard, our indispensable Honorary President, who with his well-known sense of diplomacy, ensures a seamless link between the past, present, and the future of our discipline.

• David Crunelle, whose professionalism in communications has elevated our image to the level of major international associations, and whose initiatives are always warmly welcomed.

• Jocelyne Baldasso, always available regardless of the hour or time zone. Despite the growing number of our members, she remains attentive to each of your requests and ensures our connections, while taking into account the priority of your obligations within your respective companies.

Our small administrative structure could not function without the support of our lawyer, Isabelle Van Schendel, our precious expert accountant Michelle Verdeyen, and our auditor Benjamin Gorlier.

The management of our association is a team effort, and the time contributed by my colleagues Konrade von Bremen, Erich Kollegger, and Lutz Helmke is particularly appreciated, as is their sense of duty in collective conscience for the benefit of Nuclear Medicine Europe.

Thank you all.

Today, we must also acknowledge the departure of one colleague from the Executive Committee. Lutz Helmke is leaving us to enjoy a well-deserved retirement. His wise advice and guidance will be deeply missed. We wish him the best in his new life, which we have no doubt, will be filled with a lot of interests.

Beyond the customary practice of ending my speech with New Year’s wishes, I would like to emphasize the significance they carry. It is a real honour for us, the Executive Committee, to lead Nuclear Medicine Europe in the best interests of all of you. We wish that 2025 will be a year of success, productive exchanges, and serenity in a world that sorely needs it.

Hygieia, Nuclear Medicine Europe’s highly popular and successful data visualization tool for radioisotopes used in therapy and diagnosis, has taken a leap forward with the launch of an interactive version. This innovative platform allows users—including physicians, academics, and the general public—to customize the poster in one of 16 languages with just a few clicks.

While we anticipated a warm reception, the response exceeded all expectations: over 10,000 posters were generated within the first 48 hours of the web app’s launch. The tool was officially introduced at the EANM Congress, where several participants shared that they were already using it in their presentations and keynotes during the event – just a few days after the launch!

The Communications Working Group welcomed the overwhelmingly positive feedback and immediately began brainstorming ways to enhance the tool further. We eagerly look forward to the next evolution of this exciting app!

The Nuclear Medicine Europe Annual General Assembly is traditionally held in Brussels, beginning with a dinner in the elegant and historic setting of the Solvay Library. The meeting itself took place at the Manos Hotel and Conference Center, where attendees reviewed the financial reports and presentations. Chairs of the Working Groups provided detailed updates on their activities and progress over the past year, offering details insights into the organization’s achievements and future projects.

We were again honoured to host representatives from the European Association of Nuclear Medicine (EANM) and the European Observatory, whose presence added significant value to the discussions. As always, the General Assembly was more than just a formal event; it served as a vital platform for networking. Throughout the 2-day event, members participated in side meetings, fostering collaboration and strengthening ties within the nuclear medicine community.

Euratom Supply Agency tackling the shortages of medical radioisotopes - the Observatory on the Supply of Medical Radioisotopes

The security of supply of medical radioisotopes came to public attention at the time of severe supply shortages in 2008-2009, which triggered the 2010 Council Conclusions “Towards the Secure Supply of Radioisotopes for Medical Use in the European Union“. To support the security and sustainability of supply in the EU, the Commission – in cooperation with the nuclear medicine industry organisation for Europe AIPES (later renamed Nuclear Medicine Europe) created the European Observatory on the Supply of Medical Radioisotopes (Observatory) in 2012.

Since 2013, the Observatory is run by the Euratom Supply Agency (ESA); its meetings are co-chaired by Nuclear Medicine Europe.
The Observatory focuses on the supply of Technetium-99m (Tc-99m), the most widely used (diagnostic) isotope. Europe is the second largest consumer of Tc-99m, accounting for more than 20% of the global market. The production of Tc-99m is a complex process which includes irradiation of uranium targets in nuclear research reactors to produce Molybdenum-99 (Mo-99), extraction of Mo-99 from targets in specialised processing facilities, production of Tc-99m generators and shipment to hospitals. Tc-99 is mostly produced in research reactors, mostly in the European Union.

Since 2012, the Observatory monitors the EU supply chain of Mo-99/Tc-99m. It also looks at certain aspects of the EU supply of other widely used medical radioisotopes. The Observatory brings together various supply chain stakeholders (industry, research organizations) and EU Member States, nuclear medicine organisations, members of Nuclear Medicine Europe, relevant international organisations as well as Commission services and EU Agencies.

The Nuclear Medicine Europe’s Security of Supply Working Group ensures effective coordination of reactor maintenance schedules to avoid and mitigate disruptions in the supply of Mo-99/Tc-99m. Within this working group, the Emergency Response Team (ERT) is composed of representatives of research reactors, Mo-99 processors and Mo-99/Tc-99m generator manufacturers, and monitors emerging production and supply issues. This continuous monitoring enables identifying potential shortages of Mo-99 and draws up mitigation action plans involving all stakeholders. The Observatory’s Joint Communication Team (JCT) disseminates in a timely manner the information received from the ERT to various stakeholder groups, including EU Institutions, OECD/NEA and IAEA. The ERT/JCT work has been instrumental in ensuring an uninterrupted supply of Mo-99/Tc-99m, particularly in relation to the impacts of Brexit the Covid-19 pandemic.

In March 2021, the Observatory’s mission statement was revisited and new terms of reference were drafted. The following objectives were set for the Observatory:

• to support secure and sustainable medical radioisotope supply across the EU taking into account the worldwide need and supply;
• to ensure that the medical radioisotope supply issue is given high political visibility in international and national institutions, organizations and bodies;
• to identify any event or trend likely to impact the medical radioisotope supply, including logistics, and call relevant parties to take appropriate countermeasures;
• to promptly disseminate through agreed communication channels the enquired information regarding any possible supply disruptions or other supply-related issues;
• to establish periodic reviews of the medical radioisotope supply chain and capacities with all stakeholders across the EU, taking into account the worldwide need and supply, and to forecast future needs;
• to build a foresight overview of the supply and demand of medical radioisotopes at EU level;
• to acquire the latest information on the development and implementation of new and alternative methods and technologies of medical radioisotope production.

The most recent plenary meeting of the Observatory was held on 25 September in Geneva, hosted by CERN.
The meeting provided an opportunity to hear about CERN’s role in radioisotope mass separation, as well as about the PRISMAP EC project, managed by CERN, which provides a wide range of radionuclides for medical research. The project built a strong network of world-leading European facilities, including nuclear reactors, medium- and high-energy accelerators and radiochemical laboratories.

The Observatory reviewed the global research reactor scheduling for the remainder of 2024 and 2025.
DG ENER provided an update on the latest developments related to the creation of a European Radioisotope Valley initiative in the context of the SAMIRA action plan. The European Medicines Agency presented its ongoing initiatives to secure the supply of medicines in the EU and to prevent shortages of medicinal products. DGs RTD, JRC and GROW, as well as REA, also presented their activities related to medical radioisotopes and SAMIRA.

The meeting also heard presentations from three French facilities: the Institut Laue–Langevin (ILL) research reactor, the Jules Horowitz Reactor (JHR) which is currently under construction and the Orano Stable Isotopes facility. Alongside the new Dutch research reactor Pallas, these facilities will bring more radioisotope production capacity to the market. Nuclear Medicine Europe, the European Association of Nuclear Medicine (EANM) and the OECD Nuclear Energy Agency (NEA) also presented their activities, including the upcoming Workshop on Medical Radioisotopes Supply planned on 24-25 October in Paris.

Following the meeting, a technical visit to the two CERN facilities ISOLDE and MEDICIS was held.

The next meeting will take place in the 2nd half of 2025 in France and will be hosted by the CEA Cadarache, where the Jules Horowitz Reactor is currently under construction.

The participants of the European Observatory on the Supply of Medical Radioisotopes meeting had an exceptional opportunity to participate in a technical visit to the CERN facilities, guided by leading researchers through CERN’s state-of-the-art installations, providing an insider’s view of projects that are unique to this premier scientific research centre.

CERN, the European Organization for Nuclear Research, has been at the forefront of particle physics since its establishment in 1954. Home to the Large Hadron Collider (LHC), the world’s largest and most powerful particle accelerator, CERN has made monumental contributions to science, including the discovery of the Higgs boson in 2012.

The second International Workshop on Medical Radioisotopes, co-hosted by the NEA, US Department of Energy (DOE), and the European Commission’s Joint Research Centre (JRC), showcased a strong presence from Nuclear Medicine Europe. Held with participation from policymakers, industry leaders, and researchers, the workshop explored critical challenges in securing sustainable access to innovative isotopes like Lutetium-177 (177Lu) and Actinium-225 (225Ac).

Presentations delved into strategies for supply chain resilience, infrastructure needs, and the role of advanced isotopes in the fight against cancer. Building on NEA’s work to stabilize radioisotope supplies, the event highlighted the collective determination to harness the full potential of nuclear medicine for cancer diagnostics and therapeutics.

2024 was a very dynamic election year for Europe. In June the 26 EU member states voted for a new Parliament and European Commission President. The long-term EU projects continue their strategic path, in which Nuclear Medicine Europe is actively involved.

Nuclear Medicine Europe participates in the frame of the SAMIRA action plan for the 2023 started ERVI project (European Radioisotope Valley Initiative) as a European Commission-nominated member of the Steering group.

During the past year, three steering group meetings, in January, June and November made substantial progress in the identification, the selection and the detailing of the future ERVI projects. Nuclear Medicine Europe represents the entire industry sector in this future-shaping initiative.
It is recognized that the role of the nuclear medicine industry sector is key in the identification and in particular in the technical and economic feasibility of the big infrastructure projects to be implemented in Europe, for the sake of the security of supply of patient care. 2025 will bring the first phase of the project to its next step before implementation.

The reform of the EU pharmaceutical legislation came to a first decision in April 2024, when the departing European Parliament voted in favour of the reform of the European Pharma Law with only a minimal recognition of the growing field of Nuclear Medicine and radiopharmaceuticals. To our regret, the prepared amendments together with EANM were not accepted in this decision. The Council of Europe still needs to adopt it and will continue the debate also in 2025. There is still hope to give radiopharmaceuticals adequate recognition in the reform of the pharma law.

The experience of a worldwide pandemic has sharpened the need for the security of the European supply of critical medicines. The EU Commission and EMA launched in April 2024 the Critical Medicine Alliance. Nuclear Medicine Europe applied for membership and is actively following the development. Until today radiopharmaceuticals are only marginally present in the list of critical medicines. The focus is on the worldwide supply chain of blockbuster drugs so that Nuclear Medicine Europe could stress the fact that security of supply is one of our priorities and expertise in the field.

The European Commission together with EMA are implementing the new Health Technology Assessment Regulation, coming into force on the 12th January 2025 for all new oncology medicines and advanced therapy medicinal products. Health technology assessments are procedures for assessing the added value, effectiveness and costs as well as the broader impact of the health of a pharmaceutical. The compulsory technology assessment of all new oncological radiopharmaceuticals will be an additional challenge for the industry sector. To be able to provide information and support for its members, Nuclear Medicine Europe applied to be part of the HTA stakeholder network of the EC and EMA.

During the past year, Nuclear Medicine Europe has experienced a significant broadening of its relations with EMA. If previously Nuclear Medicine Europe had the opportunity to meet with the Industry stakeholder representative once a year and exchange on topics of mutual interest, during a strategic meeting in June 2024, Nuclear Medicine Europe was invited by EMA to take part in a number of stakeholder groups with different regulatory focus, clinical CMC, GMP and others. This gives Nuclear Medicine Europe and its members an in-depth view of EMA activities and allows the Working Group members to actively participate with other industry representatives, shaping the future of the EU pharma world. Nuclear medicine and radiopharmaceuticals are now in the focus of EMA. The Working Group RA&Q bring details to this topic below.

Strengthening Partnerships and Connections in Nuclear Medicine

During the SNMMI Annual Meeting in Toronto in June, Nuclear Medicine Europe participated in the CORAR (Council on Radionuclides and Radiopharmaceuticals) Informal Meeting of Trade Associations and held a highly productive Security of Supply Working Group meeting, which included the newly joined University of Missouri-Columbia Research Reactor. This was followed by an informal gathering where Working Group members and friends enjoyed some time together.

The congress also provided an opportunity to see the latest products and developments from Nuclear Medicine Europe Members. We explored the booths of (amongst others) Comecer, Tema Sinergie, ITM Isotope Technologies Munich SE, Monrol Nuclear Products Co., RLG – RADIOPHARMA LOGISTICS GROUP, Siemens Healthineers, Curium Pharma, Advanced Accelerator Applications, IBA RadioPharma Solutions, Jubilant Radiopharma, Cardinal Health, Lantheus, but also our friends of Serac Life Sciences, the Oncidium foundation and many more.

Nuclear Medicine Europe leveraged its presence at these congresses to facilitate networking among members, discussing upcoming projects and opportunities for each working groups.
While we all spend (too) many hours in video calls, it was refreshing to meet face-to-face.

The European Association of Nuclear Medicine (EANM) Congress has come to a close, and what an eventful and rewarding experience it has been this year again. It was a pleasure to connect or reconnect with so many people and Members of Nuclear Medicine Europe, even amidst the very busy schedule.

Nuclear Medicine Europe’s EU Affairs and Vice-President Konrade von Bremen was invited by EANM organization to discuss the EU’s comprehensive strategy to secure the future of nuclear medicine, emphasizing the critical role of radiological and nuclear technology in healthcare.

Her presentation highlighted the need for reform in EU pharmaceutical legislation to better support the nuclear medicine sector. It stresses the importance of stakeholder involvement in decision-making processes and calls for recognition of nuclear medicine’s unique characteristics within the broader healthcare system. The presentation concludes with a call to action for stakeholders to engage actively in shaping policies that will enhance the sustainability and independence of nuclear medicine in Europe.

EANM-Nuclear Medicine Europe Leadership Policy Meeting

The EANM-Nuclear Medicine Europe Leadership Policy Meeting, held on October 21, 2024, in Hamburg, marked an important step in strengthening collaboration to advance nuclear medicine across Europe. Key discussions revolved around the secure and sustainable supply of medical radioisotopes, including updates on ongoing coordination efforts and communications with South African ministers regarding additional cycles for the HFR reactor. Participants also addressed the critical need to enhance access to care in light of the upcoming implementation of the HTA Regulation for oncology drugs. Recognizing the limited presence of nuclear medicine in European HTA frameworks, the meeting underscored the importance of increasing sector representation within the European Commission’s Stakeholder Network. Suggestions included developing partnerships with universities to explore health economics, expanding training opportunities for young professionals, and leveraging successful data management models such as the Belgium approach.

In addition to technical and regulatory priorities, the meeting highlighted opportunities for deeper policy collaboration. Discussions included engagement with the European Medicines Agency (EMA) on its revised conflict of interest policy and participation in the broader dialogue around the Pharmaceuticals Legislation Review. Plans were also laid for the upcoming Pharma Package meeting in Brussels, where EANM will contribute as an observer.

With a shared commitment to advancing strategic initiatives and fostering innovation, the meeting concluded with clear next steps and a renewed focus on shaping the future of nuclear medicine in Europe.

The Nuclear Medicine Europe Working Groups play a vital role in driving progress within our organization. Committed and proactive, these teams bring expertise and dedication to advancing key initiatives that support our shared goals. Their efforts ensure the continuous improvement and relevance of nuclear medicine across various disciplines.

Below is a – very – brief summary of each working group’s activities, a snapshot that hardly captures the depth and dedication each member has poured into their individual projects. This condensed overview cannot fully reflect the significant effort and impact of their work, which deserves far more recognition than these few words can convey.

Nuclear Medicine Europe, along with the Executive Committee and countless contributors from the nuclear medicine community, extends heartfelt gratitude to each member for their unwavering commitment and hard work.

Last year, the Communications Working Group of Nuclear Medicine Europe once again dedicated itself to education and training in the field of nuclear medicine and molecular imaging. To this end, various measures were taken in 2024 to inform society, legislators and experts about the potential and challenges of the field.

On the one hand, the central website for the introduction to nuclear medicine has been updated to reflect current developments and innovations in the field. With the revised content, the site now provides a comprehensive first impression of its diagnostic and therapeutic possibilities.

However, the introduction of the interactive Hygieia in Q3 2024 was significantly more important in providing an overview of the field. For the first time, all radiopharmaceuticals currently approved in the European Union are presented at a glance. Users now have the option of not only sorting by desired subject areas or selecting different language versions, but also exporting their current display as a PDF. The consistently positive and extensive international feedback following the release of this useful tool encourages us to continue expanding it in the future.

In addition to focusing on what has already been achieved, it is of course important to also consider future prospects and challenges. With the steady growth of the field, a shortage of specialists is expected, which is already becoming apparent. Serge Goldman, nuclear medicine specialist, researcher and professor emeritus at the Université libre de Bruxelles (ULB), addressed this topic in two articles. He shared his views on Science, Significance, and Future Perspectives Of Nuclear Medicine as well as the question Why do medical students decide not to get trained in the most appealing specialty, nuclear medicine? Both articles form the basis for convincing aspiring young physicians and experts to choose the discipline. At the same time, they also serve to show society and legislators what obstacles exist on the path to becoming a nuclear medicine expert.

Furthermore, a new Group Co-Chair was elected and a centralized hub for the provision of digital resources for Nuclear Medicine Europe members was created.

The year ended with the in-person meeting of the working group in Brussels. Possible projects for 2025 and beyond were discussed on-site. The exchange with the Chairman of the Transport Experts Working Group of Nuclear Medicine Europe and the brief insight into the work of the Communications Working Group of top-10 European Association also stimulated exciting discussions.

The regulatory landscape in the EU is undergoing significant change with the proposed update to the pharmaceutical legislation by the European Commission (EC) in addition to the various guidelines and concept papers issued by the European Medicines Agency (EMA) during 2024. This year has been extremely active for the Regulatory Affairs and Quality Working Group and it is a testament to the WG members that we have been able to advise, propose, review and comment on a variety of topics to both EC and EMA on behalf of Nuclear Medicine Europe.

Nuclear Medicine Europe is the only EU industry body dedicated to the interests of companies working in radiopharmaceuticals and devices. This year, EMA formally recognised Nuclear Medicine Europe as a specialist stakeholder following our interactions with EMA over several years and our continuing commitment to collaboration on issues key to our industry. This recognition has paved the way for further engagement at various EMA-Industry Stakeholder meetings – thereby widening the reach of Nuclear Medicine Europe in helping Nuclear Medicine companies navigate EMA processes and procedures.

Radiopharmaceuticals are a hot topic in our industry and also for EMA who are drafting various guidelines and concept papers that are pertinent to drug development in this space. Guidance and legislation that have been in place since the early part of the century are under review and it is an incredibly exciting time for Nuclear Medicine Europe to be able to offer expert insights into these reviews to ensure that the development of radiopharmaceuticals reaches patients in need of these novel products.

During 2024, the Working Group continued to highlight challenges for the radiopharmaceutical industry with regard to the proposed EU Legislation update and submitted comments to EMA on the Development and Manufacture of Synthetic Peptides guideline. Various EMA concept papers and guidances regarding radiopharmaceuticals are anticipated in the first quarter of 2025 and will be addressed by the Working Group. Attendance at the new Industry Stakeholder meetings with EMA began in the last quarter of 2024 and the learnings discussed and disseminated within the Working Group. With over 30 members the Working Group is a vibrant community, working together to share the increasing workload of reviews and industry stakeholder meetings with EMA.

Regulatory Affairs & Quality

The Security of Supply Working Group once again played a vital role in coordinating international efforts to ensure a reliable supply of medical radioisotopes. The group – in particular the Emergency Response Team – mobilized quickly in both the spring and fall of 2024 to respond to delayed restarts/unplanned outages of the HFR reactor in the Netherlands in an effort to mitigate the loss of target irradiation capacity in these two periods.

The ERT provided prompt communications to international stakeholders regarding the nature and projected length of the supply shortages and worked with authorities to expedite the return to service of the affected facilities as soon as possible. The supply shortages were much more serious in the October-November period – reaching greater than 50% of normal demand – due to the fact that for a time no relevant research reactors were operating in Europe. However the situation was resolved with an earlier than planned return to service of both the HFR and Maria (Poland) reactors.

The Security of Supply WG also successfully coordinated the finalization of the reactor schedule for 2025 and provided important advice to both European and global studies on future demand for medical radioisotopes.

As evidence of Nuclear Medicine Europe’s role as the industry’s voice, the association was consulted on the recent 99Mo shortage. This is highlighted in publications such as “Why an Offline Nuclear Reactor Led to Thousands of Hospital Appointments Being Canceled” (Wired) and “Impact of radiopharmaceutical shortage prompts questions on UK resilience” (The Lancet Oncology).

Security of Supply

This group is still young in the Nuclear Medicine Europe world.

For 2024 we enjoyed the arrival of representatives from several new members. As of today, we have 25 members sometimes willing to name a second deputy representative. This is to support and facilitate the involvement of the members. The association and Co-Chairs agreed to have member representatives name a deputy to attend meetings.

We also welcome Pr. Serge GOLDMAN, a long-time contributor to the activities of Nuclear Medicine Europe accepted to play the role of scientific referee and advisor for the activities of the Working Groupe.

Early 2024, the 2 Co-Chairs supported by Guy Turquet started 2024 with a brainstorming meeting in February aiming at defining the critical parameters, challenges and obstacles impeding the smooth and dynamic development of RLT and Theranostics. The gap between the number of eligible patients compared to those effectively treated remains a source of major concern for our members.

Different causes and effects were identified. Most of these conclusions have been confirmed throughout the year either during scientific meetings or reports.

This was presented to the group, generating feedback for the selection of strategic topics for future workshops. It is fair to say that we expected more responses, however, the following items were considered for primary review: healthcare cost/benefit ratio, infrastructure investments, safety regulations, and regulatory pathway.

These topics resonate particularly well with the renewed mission statement of the Working Group proposed in 2024; whose fundamental pillars are:

Support the nuclear medicine industry in delivering innovative therapeutic solutions to healthcare professionals and patients.
Establish radioligand therapy (RLT) as a key component among anti-cancer therapies.
Promote equal patient access to the medical benefits of RLT across Europe.
Make RLT affordable through its cost-efficient use of medical resources
In parallel, with the support of Pr. Serge GOLDMAN, we set the project of organizing a seminar with EU Health Attachés. Unfortunately, the calendar of the activities of the European Commission did not allow us to maintain the initial date of November 21st. The good point is the several positive messages from the Health Attachés to maintain the project but push it in 2025.

After a thorough review of the calendar of activities, it appears that June is the earliest period to consider. A certain number of members will be involved in this workshop. The program is set, a confirmation of the date is pending.

In late November Jean BONNET participated in the kick-off meeting of the JANE-2 project “WP10 – Hi-tech medical resources”, in Copenhagen. That will be another source of interaction and discussion among the team. At this stage we do not have the calendar for the next meetings in 2025. Adrien RAYMOND, will work with Jean on this project.

All actions and initiatives aim at eliminating the obstacles that Nuc Med specialists are facing when considering the choice of RLT for their patients. This justifies the continuity of actions for 2025.

Therapy

The Transport Experts Working Group has made significant strides this year through strengthened collaboration, key publications, and productive meetings.

The increased cooperation with the Council on Radionuclides and Radiopharmaceuticals (CORAR) contributed to the revision of the IAEA Safety Standard SSR-6, aligning industry practices with updated regulatory requirements.

Two influential position papers were published:
• Recommendations on the IAEA SSR-6 revision.
• Addressing the lead ban in transporting radioactive materials, emphasizing safety and sustainability.

Two in-person meetings facilitated knowledge sharing and welcomed new members, enriching expertise and fostering collaboration. The Working Group remains committed to advancing safe and efficient transport practices, with gratitude extended to all contributors.

Nuclear Medicine Europe is very happy to have been able to contribute, through the Transport Experts Working Group, to achieving these positive outcomes. We extend our gratitude for the dedication and efforts of the group that made this possible.

The whole nuclear medicine community is deeply appreciative of the time and knowledge these teams contribute. Their dedication not only strengthens our organization but also helps drive impactful initiatives for the betterment of patient care. We look forward to another year of collaboration, innovation, and progress.

Dr. Lutz Helmke's retirement

A new chapter begins

Dr. Lutz Helmke has made remarkable contributions to the medical technology and radiopharmaceutical industries throughout his career. Upon his departure from Nuclear Medicine Europe, he chose early retirement, marking the close of an impactful professional chapter and the start of a new phase in life.

Heading to 2025

What's next?

With 2025 lying ahead of us, we are preparing for an exciting and challenging year. The geopolitical situation will reserve some surprises in different parts of Europe and the rest of the world. We will have the opportunity to connect to the activities of the newly elected European Commission and European Parliament. In 2024 announced company acquisitions and mergers will become a reality. Many big infrastructure projects in the nuclear medicine sector in Europe will make substantial progress. Some radiopharmaceuticals are waiting to be approved by the regulatory bodies.

A year of important news just started. Nuclear Medicine Europe is entering an election year, the time to elect the Executive Committee for a new triennium at the General Assembly.

The Working Groups have expressed the wish to meet more frequently in person. After two long COVID years, personal exchange has become a privilege and a special joy for our teams. The most creative way of working is, at the same table in a relaxed setting.

Working Groups are committed to increasing face-to-face meetings, incorporating sporadic insights from external consultants on specialized topics, and fostering stronger partnerships between groups on shared initiatives.

As the voice of the Nuclear Medicine industry, we are excited to advance the projects outlined and deepen our collaboration with all industry partners and policymakers in the year ahead

From the Middle of our Term

Word of the Nuclear Medicine President

Dear Colleagues,

As we conclude the year 2023 and reach the midpoint of our 2022-2025 term, on behalf of my Colleagues of the Executive Committee, I like to use this opportunity to reflect on our current status, the progress of our projects, and the commitments we have made to our members.

The flagship project of our 2023, the EU events, has just concluded with great success. However, it is essential to note that the completion of a project marks not the end, but rather the beginning of further endeavors. We are now gathering feedback from European representatives, our target audience this year, and preparing to follow up on their insights. Leveraging the European parliamentary elections of 2024, we see an opportunity to capitalize on their interest in promoting our discipline.

We have seamlessly integrated ourselves into the extensive journey leading to the revision of the Pharma Law, channeling our efforts to ensure that nuclear medicine is duly recognized in its rightful place. It’s a lengthy process; to date, we’ve only succeeded in incorporating the existence of radiopharmaceuticals into the general definitions of Pharma Law. We must persist in our efforts and secure, through the appropriate authorities, the assurance that our industry receives significant recognition in this context. Thanks to the efforts of our Regulatory Affairs and Quality (RA&Q) Working Group and the support of all stakeholders in our association, we hope to overcome this challenge by 2025. We would like to thank as well all the Nuclear Medicine Europe Working Group leaders and participants for their contributions in their individual projects.

This year, we proudly welcomed 7 new members, associate partners, start-ups, and research reactors, bringing a total of 54 members vs.21 members in 2013.

Despite having navigated through the aftermath of the post-Covid restart, the enduring impact of evolving work habits and persistent global political events prompts us to approach the economic landscape with caution.

Our organization requires additional strong and determined administrative and managerial support. We are actively working to ensure we have a responsive team in place oriented towards the challenges we face. Currently, we benefit from the presence of Jocelyne, David, and Guy Turquet, who play a crucial role in shaping our daily operations. I would like to express my gratitude to them for their availability, professionalism, and dedication. Soon, we will be welcoming new talents to assist them in their endeavors.

My colleagues from XCO and I are particularly pleased to reach this mid-term of our triennium by presenting you with such positive results and a future that, although challenging, looks very promising for our discipline and we would like to take this opportunity at the beginning of the year to wish you all success in your professional and personal projects. Technical visit of Prague’s nuclear reactor

The European Observatory on the Supply of Medical Radioisotopes held its 19th annual Plenary Meeting in Prague, on March 28 and 29, 2023 with the participation of Nuclear Medicine Europe and the Euratom Supply Agency.

The Observatory members made a technical visit to the LVR-15 Research Reactor and UJV Rez PET Centre, both used for the development and production of new radiopharmaceuticals.

The visit aimed to learn about the facility’s operations and safety measures, and to gain a better understanding of the role that nuclear reactors play in the production of medical isotopes, and in particular the LVR-15 research reactor.

Operated by the Research Centre Řež (CVŘ), the reactor is used for medical radioisotope production, research, and development. Its other operations include irradiating material, corrosion tests of materials of nuclear power plants, water chemistry experiments, producing silicon through neutron doping, neutron capture therapy, measuring textures in semi-crystalline metal materials and neutron interferometry.

European Observatory on the supply of medical radioisotopes

This year, the European Observatory on the Supply of Medical Radioisotopes convened two significant plenary meetings. The first, the 19th Plenary Meeting, was held on March 28th, 2023, in Prague, Czech Republic. Later in the year, the 20th Plenary Meeting took place on November 21st, 2023, in Karlsruhe, Germany. This latter meeting was graciously hosted by the European Commission’s Joint Research Centre (JRC), reflecting the ongoing collaboration and commitment of key European entities in the field of medical radioisotopes.

Topics of these meetings were about : the Global Reactor scheduling and Mo-99 supply monitoring, the crisis preparedness and management of shortages for medicinal products and medical devices, updates from the Euratom Supply Agency, Nuclear Medicine Europe, the SAMIRA/ERVI project, the IAEA, the EANM, from the Euratom Research Programmes supporting projects developing HALEU fuels for the production of medical radioisotopes, the JRC activities on supply of medical radioisotopes and the EU programs supporting research on safe use and reliable supply of medical radionuclides.

Nuclear Medicine Europe members, as industry ambassadors, had the opportunity to participate in a TV segment filmed at the European Parliament. Their aim was to concisely and clearly explain the nuances of nuclear medicine.

Key questions addressed included its nature, safety, future prospects, and ways in which European lawmakers can facilitate improved patient access to healthcare. This special program focused on illuminating these critical aspects of nuclear medicine.

“Nuclear Medicine adds strength to Europe’s Beating Cancer Plan”

The 2023 Symposium of Nuclear Medicine Europe was notably held at the European Parliament, courtesy of an invitation from MEP Aldo Patriciello. This event, typically a convergence point for experts to share and deliberate on scientific advancements, uniquely catered this year to a predominantly legislative audience, composed of members of the European Parliament and representatives from the European Commission. The symposium’s primary aim was to raise awareness about the vital role of nuclear medicine, spotlighting the industry’s challenges and advocating for a unified European legislative framework to enhance patient care.

A highlight of this symposium was the impactful sharing of a patient’s experience, facilitated through a dialogue with their doctor, Prof. Dr med. Axel Rominger, Director of Nuclear Medicine department, Inselspital, Bern. Nuclear Medicine Europe amplified its advocacy with the support of MEP Maria Da Graça Carvalho, Former Senior Advisor of Commissioner for Research, Science and Innovation, MEP Susanna Ceccardi, Committee on Foreign Affairs, and MEP Tomislav Sokol, Committee on the Internal Market and Consumer Protection SANT, Subcommittee on Public Health, alongside the European Association of Nuclear Medicine (EANM), represented by Prof. Dr Wim J.G. Oyen, Professor of Diagnostic Imaging & Radiotherapy (Humanitas University, Milan,I), Nuclear Medicine Physician (Rijnstate,Arnhem,NL). Chair EANM Policy & Regulatory Affairs Committee. The industry’s key messages were effectively communicated by Nuclear Medecine Europe members Dr med. Jean Bonnet MBA, Head of Strategy, IRE Belgium, Dr med. Germo Gericke, Chief Medical Officer and Head of Research and Development, Ariceum, Germany, Dr Antonis Kalemis, PhD., Head of Collaborations & Physics, Molecular Imaging, EMEA, Siemens Healthineers, and the Executive Committee members, including Nuclear Medicine Europe President Mart-Jan Blauwhoff, and Dr med. Konrade von Bremen, CEO Swan Isotopen.

The voice of the patients has also been represented by Prof. Francesco De Lorenzo, President of the European Cancer Patient Coalition.

To accommodate a wider audience, given the limited physical space, the symposium was also streamed online for members. The event culminated with a tour of the nuclear medicine exhibition (see below), underscoring the symposium’s successful fusion of scientific insight and legislative engagement.

In 2023, the Nuclear Medicine Europe adeptly organized a week-long exhibition at the European Parliament. The challenge was to enlighten legislators, potentially unfamiliar with “nuclear medicine,” about its impact and efficacy.

The strategy was straightforward yet powerful: presenting FACTS.

Rather than delving into the complexities of radiopharmaceuticals, transportation logistics, therapeutic applications, diagnostic procedures, isotopes, and other specificities of our industry, the focus was shifted to a clear, impactful display of nuclear medicine’s achievements through compelling statistics and proven outcomes. This approach aimed to effectively raise awareness and demonstrate the field’s significance through tangible, real-world results.

These events, which have had a significantly positive impact on both representatives of European institutions, patient associations and stakeholders in nuclear medicine in general, would not have been possible without the intervention of MEP Aldo Patriciello and his team (ITRE/ENVI committees). Since 2016, they have consistently demonstrated a keen interest in our endeavors. We express our heartfelt gratitude to them.

This year’s General Annual Meeting was held at the prestigious Manos Hotel and the Manos Conference Center in Brussels. The event featured a series of presentations from each of our Working Groups, introduced new Members and Associate Members, and included detailed presentations by the Executive Committee on upcoming projects. Additionally, the meeting provided an overview of the association’s financial health through the fiscal report.

We were honored to host our friends and partners from the European Association of Nuclear Medicine (EANM) and the European Observatory. This annual gathering not only serves as a platform for formal presentations but also as a vital networking opportunity. Members engaged in various side meetings throughout the conference center, fostering collaboration and strengthening professional relationships.

Some of these events included The Stakeholders Dialogue on the Pharmaceutical Package (May), the 60 years of JRC Nuclear Safety and Security (November), the Therapeutic Use of Radiopharmaceuticals – Europe’s legal bases: Findings and Recommendations from the EC SIMPLERAD study (December), The European Observatory Meetings (April and November), the JRC Workshop in Ispra (April), The opening of Telix’s radiopharmaceutical production facility (June), the 3rd ICPO Forum for Theranostics in Precision Oncology (October), the discussions on radioisotopes landscape in the Netherlands; organized by the Dutch Health Ministry / Quartermaster Wim Oyen (December), the opening of new Field Lab of NRG in Petten (December), Simplerad meeting in Brussels (December), etc.

Association / Working Groups

Always active, motivated, and putting their vigilance at the service of our projects: The Nuclear Medicine Europe Working Groups.
Working groups are the heartbeat of our association. These experts work with enthusiasm and motivation to disseminate our projects of common interest among our members, guiding us toward judicious decisions for our discipline.

Once again this year, there have been important topics. We already mentioned the Pharma Law which is followed through the EU institutions by the Regulatory Affairs & Quality Working Group; the Security of Supply Working Group, which ensures seamless cooperation of the global reactor fleet and will look into the possibility of consulting on newer isotopes; the Transport Experts Working Group is heavily involved in monitoring new directives on the use of lead metal and the deny of shipment issues; the Therapy Working Group, tasked with emphasizing the importance of nuclear medicine within this new discipline; and the Communications Working Group, which will embark on new information projects about our activities.

We would therefore take the opportunity to express our gratitude to each of the Working Group members who enable us to benefit from their expertise to support our Members’ organization and also in 2024 plan to meet, work on projects, and communicate with us for the benefit of the patients.

In 2023, Nuclear Medicine Europe proudly welcomes new partners of the industry into its membership. Several of these innovative entities have already seized the opportunity to introduce themselves during the latest Annual General Meeting in Brussels last June. As we collectively embark on the 2024 chapter, there is an eager anticipation for the collaborative efforts that lie ahead. What's next?

The Nuclear Medicine Europe team and Working Group members are already at work on next year’s projects and activities.
We can already confirm Nuclear Medicine Europe’s presence at the SNMMI Annual Meeting at the Metro Toronto Convention Centre in June. We will also take part, as always, at the EANM Congress happening this year in Hamburg.
The Working Group activities will return to more physical meetings and a workshop is being prepared as well.
